I had been following https://pikchr.org/home/timeline.rss?name=pikchr.y in my feed reader, but the latest change it shows is in Oct of 2020. Is there a way to get a feed of all commits that affect pikchr.y
?

Ah, perhaps I was ambiguous. I mean an RSS feed.

Beyond the link from your original post i'm unable to find any file-specific filtering for the timeline.rss feed. RSS is not a widely-used fossil feature and doesn't have a wide range of capabilities. It looks like there have been no functional changes in the RSS code (only in the docs/comments) since 2015.
